Imagine if the government made it a crime to write a letter the police couldn't understand, or to draw your curtains, just in case a constable wanted to look in. An electronic message protected from prying eyes by end-to-end encryption is no different, what the home secretary wants is unprecedented and it is thoroughly authoritarian.
